Where to turn

For what a search engine supports, its own developer documentation. For what it has seen on your site, the free search console it provides to verified owners. For why traffic changed, your own analytics and search console data. For technical changes, whoever builds or hosts the site. For personal data in analytics, the Dutch Data Protection Authority.

Nobody can promise a position

Search engines do not publish their ranking systems and revise them continuously. Any guarantee of a specific position for a specific query is either a misunderstanding or a misrepresentation.
